'Starting Current' would be the English phrase to use. It means the current that is needed to start a piece of equipment. It often takes more current to start large motors that it takes to keep them running after they are started.

If the value is listed in Amps (amperage) this can also be called 'Starting Amps' or 'Cranking amps' (this refers to the time when motors were started manually with a hand crank)
