Il veut plus, il veut que le grand public soit enfin admis à partager ses émotions, à défaut de tirer un bouchon ou deux avec lui. Cette chance est réservée à un tout petit nombre de vieux et bons amis. Ceux qui sont admis sont obligatoirement de grands experts, dégustateurs de préférence, comme Michel Bettane, le célèbre critique français.

    he wants the public at large to share his emotions, (and then...???) and even to share a bottle with him, or the opposite, even if they are unable to share his bottles?

    It means, at least to share his feelings, even if they aren't able to share a bottle or two with him

    Il veut plus, il veut que le grand public soit enfin admis à partager ses émotions, à défaut de tirer un bouchon ou deux avec lui.
    He wants more, he'd like the public at large to share his emotions, although he wouldn't go so far as to want them to share a bottle or two with him.

    Ŷou're right, Itisi! "..., even if .." or "..., even though" is closer to the text.
