I'm reading in my book this sentence:
And my question is if τη στιγμή που is the usual conjunction in this case. Could it be replaced by ενώ or another? How could I translate it? Thank you.

You can easily replace it by ενώ. Just remember that ενώ reinforces the contrast between the two sentences. I can't think of anything alse to replace these two in this particular sentence.
Translation: Greeks work for an average of 42,4 hours per week, while (at the same moment) in the European Union the work hours are 37,9 per week.

Another suggestion is όταν (= when).
