Is there some reason for why this is used to refer to a man in the bible? Eg. וַיֹּאמַ֑ר פָּנַ֥י יֵלֵ֖כוּ וַהֲנִחֹ֥תִי לָֽךְ (to Moses) and many others.

I think it is part of the change of Niqqud at the end of a verse (or in a break where cantillation indicates so: Sof Pasuq, Etnahta and Zaqef).

    That's the pausal form: http://en.wiktionary.org/wiki/לך
