מה ההבדל בין "עלי לעשות" לבין "אני חייב לעשות"?

Is the difference stylistic, semantic or both?

It is a question of register. עלי לעשות is higher and not normally used in daily speech. People use to say אני חייב לעשות or אני צריך לעשות.

In addition, I think that אני חייב is stronger than עלי. Like the difference between "must" and "need to".

Alay shows more it comes from will.

I tend to agree with origumi: עלי לעשות is more a question of necessity (or even obligation) than will . More so when you use it in 2nd or 3rd person: עליך לכתוב מכתב, עליו להתייצב במשטרה.
