How would you guys translate this into english ?
على المشهور عند الجمهور
على المشهور عند الجمهور - 'according to the common belief of [by] the people [public , majority]'

It depends on the context - for example if this was related to Hadith of Fiqh . . . .
Then: "regarding the Mashur [Hadith] according to [near, as viewed by] the majority"
It is related to fiqh
This is the whole context, its about al madmada
إن المضمضة كما عرفها العلامة الشوكانى فى نيل الأوطار (هى أن يجعل الماء فى فمه ثم يديره ثم (يمجه) وقال النووى وأقلها أن يجعل الماء فى فمه، ولا يشترط إدارته على المشهور عند الجمهور وعرفها العلامة الشرنبلالى من الحنفية بأنها استيعاب الماء جميع الفم
If hadith is what is meant by al mashur than it must be this hadith أمر رسول اللّه بالمضمضة والاستنشاق , this hadith is mentioned later on in the whole text.
So if i understand correctly the mashur here refers to the hadith, according to the view of the majority (of the scholars)? Right
المشهور has a specific meaning according to the terminology of the Malikis. And if I'm not mistaken there are different opinions as to the mashur refers to an opinion that is supported by strong evidence or if it refers to an opinon that is held by many fuqaha.
