How one can say the above in English?
There are several ways to render the above into English, but in everyday, idiomatic USA English we could say:
"This is what all the shouting has been about."
or more literally
"This is the affair which has caused all the shouting".
But the 1st sentence is really the best here.

I would translate هذا الأمر حوله لغط كبير as
This issue has provoked a lot of controversy.
