I presume that "とすっか" is the informal and abbreviated form of something else. What does "とすっか" become in normal Japanese?

    Exactly! Your assumption is correct.

The formal and normal version of とすっか is とするか.
The title sentence is an informal, colloquial expression of そろそろ組織を潰すとするか.

    Hope this helps!
