Hello everyone.I have a question.Usually if a sentence ends with 면,it can mean if/when depending on the sentence content. But if a sentence ended with 있다면,does this apply?Example:
    가장 기어에 남는 팬이있다면?
Could this mean either WHEN you had a most memorable fan or IF you had a most memorable fan or both?

That is quite a formulaic expression used by journalists.

If I write you a full sentence for better understanding, it would be 가장 기억에 남는 팬이 있다면 누구입니까? who is the most memorable fan?

So the second one (If you~) is correct.
