    CCCC está terminando de armar las 6 alcantarillas restantes en el lecho del río de la zona sur, a unos 20m aguas abajo del By Pass.

    CCC is finishing to assembling the 6 remaining culverts in the river’s bed from the south area, 20 m far.... from the By pass.

    "CCC is finishing the assembly of" es correcto.
    CCC is finishing the assembly of the 6 remaining culverts in the river's bed from the south area, 20M below the bypass.

    Debajo de = below o underneath o under

    aguas abajo (de) = downstream (from)

    Downstream: aguas abajo
    Upstream: aguas arriba
