all prescription and non-prescription medications

    Hello,
    I'm trying to say "all medications that require a prescription or over-the-counter medications"
    If I say "todos los medicamentos recetados o sin receta", does this only mean "all prescription and non-prescription medications" or could it be misunderstood to mean "all meds whether there is a valid prescription for them or not"? i.e. someone could have someone elses meds or unauthorized meds. I hope this makes sense. Thanks alot!

    Creo que podríamos interpretarlo de las dos maneras. ¿Cómo es la oración completa?

    "The cost of all prescription and non-prescription medications that are given out by the nurse will be assessed to the student."

    Los medicamentos sin receta son aquellos que puedes adquirir sin prescripción médica. Pero estén prescritos o no, ambos son autorizados.
