Products returned to Seller are to be shipped by the Buyer FOB Seller’s designated warehouse.

Puede ser que esté faltando "to" (by the buyer fob to Seller's...)???

No, "by the Buyer FOB [destination]" would be standard commercial English. It means that the buyer has to pay for shipping and delivery to the loading dock of Seller's warehouse. Typically this would mean also that the buyer has the risk of loss in transit, though that is not so clear for reasons that go beyond the scope of this forum.

The Spanish does not have to follow the English literally, of course. I see nothing wrong with adding al.
