    Yo pensaba que carecer y faltar eran sinónimos, entonces no entiendo este frase:

    "Las ONG carecen de una falta de representatividad y de legitimidad."

    Puedo entenderlo como: The NGOs suffer from a lack of representivity and legitimacy.?

    Yes, that's the meaning of the sentence which, in my opinion, is pretty badly written so I can understand why it sounded confusing to you!
