Cartel de licitación

    Hola, necesito saber cómo traducir del español al inglés el término cartel cuando se refiere al cartel de una licitación.

    Podría usar solamente "bid" como oferta?

    la frase dice: el Cartel de licitación especificó que el contratante se encuentra autorizado para utilizar las vias públicas.

    That the bid specifies that the contractor is authorized to use public streets.

    My dictionary gives poster or sign as the meaning of "cartel." In the US, there is often an advertisement of a public works job that invites bids. Could cartel in this context be related to a request for bids? If so, then I would say that "The request for bids specifies ...."

    I have doubts about this.
