    No, it's not a road sign, at least not here. Road signs give you information about the road -- telling you the dangers, speed limits, etc., like your quote says. A sign that is only there to tell you the name of the road/street is called a street sign.

    Greyfriar, in your area, is a street number plaque a sign that exists to tell the name of the street, or a sign on a house that tells the house number on that street?

    On large housing estates there are signs to direct you to the number of the house you are looking for. For example

    Lime Close Nos. 1-99>
    Lime Close Nos. 2-100>
