From Presidente Arbusto's Speech at the White House:

"The Fed has announced a new program to provide support for the Commercial Paper Market, which is freezing up."

There is a wonderful Wiki article on Commercial Paper, and of course a French, but no Spanish translation. Any ideas?

Affectionate for Arturo (Arthur in Spanish). It was used sometimes to refer to Arthur Andersen employees in Spain. Sometimes with disguise, sometimes with affection.
