criterios coyunturales y cortoplacistas

    coyuntural = que depende de la coyuntura
    i.e. on a number of factors happening together.

    So short-term, coincidental criteria?

    I think it has a bit more of a political sence in terms of efforts to gain elections. The criteria are not really coincidental but are based on a possitive effect in the next election
    How can I say coyunteral with this sence?

    short-term context-dependent criteria (or short-term, goal-driven criteria)

    (This is offered not as a translation per se, but as an idea)

    I find the use of "cortoplacista" dripping with irony ... not as a "normal" descriptor, but one coined for this context.

    The idea I get, especially with your note that the scenario is driven by upcoming elections, is that the criteria are based única y exclusivamente en el interés en afectar los resultados de las próximas elecciones

    That seems right to me - "calculated", "calculating" or "cynical" might be other ideas.
