Declarar al Estado deudor

    Good morning/afternoon/evening:

    He visto que "declarar" tiene muchas connotaciones, y que a menudo se traducen de manera diferente según sea el caso. En el siguiente texto:

    "...corresponde solamente a los tribunales administrativos declarar al Estado (como) deudor."

    ¿Qué palabra(s) traduciría(n) el verdadero sentido de "declarar"? Se me ocurre "pronounce", "deem" o "find"; pero creo que ninguna de ellas es la correcta.

    A bit more context: La frase aparece en un libro titulado "Grandes Fallos de la Jurisprudencia Administrativa Francesa"

    Yo diría: only the administrative tribunals had the right to declare the state a debtor

    You know, after doing some surfing on the web, I started to suspect that could be an appropriate translation. TYVM for strengthening that hypothesis.

    "...it falls to the Administrative Courts to rule the Government liable".
