Can I describe a person who's considerate with "detail-minded"?
No; a person can be both, but those terms don't mean the same thing.
Considerate: thoughtful, compassionate, sympathetic, sensitive, attentive... source: Rodale, Synonym Finder (and there are plenty more)
Detail-minded: meticulous, perhaps.
Kelly B had the right idea by suggesting the use of meticulous, but I'm not sure that there are really any other words to describe the characteristic. Perhaps you could look at synonyms of meticulous, to see if one of those suit the situation better?
