difference between two sentences (past perfect/ past simple)

    What's the difference in meaning between these two sentences?
    1) It didn't rain heavily last month.
    2) It hadn't rained heavily last month.

    Thanks for help!:)

    I would expect "It hadn't rained heavily last month" to continue "...until the 29th, when it poured all day."
