    Correct, 'ou...ou', but your sentence sounds weird. What do you intend to say?

    My sentence is:

    hoje em dia a típica mentalidade ocidental considera raça e cultura estar ou civilizado ou incivilizado que basicamente leva a diferença

    I want to sasay nowadays the typical western mentality considers race and culture to be either civilised or uncivilised which ultimately leads to difference.

    Direct translation would be: ....considera a raça e a cultura (como) (sendo) (ou) civilizadas ou incivilizadas... but it doesn't sound that good to me.

    Other suggestions:
    considera que a raça e a cultura são ou civilizadas ou incivilizadas, o que...
    I think this is the meaning>>> divide a raça e a cultura em duas categorias: civilizadas ou incivilizadas, o que...
