    Does that mean
<In France, abortion is legal: it's what certain associations contest> ?

the odd part is the colon and ce que combination....
"which is contested by certain associations" where the "is" is implied
    or
    "that which certain associations contest"
    or
"as contested by certain associations" this is best without more context

I disagree that "as contested by certain associations" is the best translation here. It does not make much sense to me.

    I would opt for:

In France, abortion is legal; which certain associations contest.
    or
In France, abortion is legal; a fact that certain associations contest.
