Lead to + infinitive or gerund?

    Spanish (Spain) and Valencian
    Which of these two constructions is correct?


    1. They took actions that led to solving the problem.
    2. They took actions that led to solve the problem.

    I haven't been able to find out which is the right one, or if there is a better way to say that,

    Number 1 is correct.

    Another way to say the same thing might be:

    They took actions that led to the problem being solved.
