Level criminal charges

    As I understand, level criminal charges is different than press charges. I would translate press charges as "presentar cargos", but I couldn't find anywhere what would be the correct translation of "level charges", is it also "presentar cargos'?

    Who's doing the leveling? A prosecutor? A newspaper? An ordinary citizen?

    I think level charges is the same as press charges.
