What does this mean?
Consuming countries? Consumer based countries?
I would say "consuming (or "consumer") nations."
I´ve heard this expression in the past and read it many times in the paper, but always preceded by a noun, like in "oil / energy consuming countries". I don´t think it refers to consumer-based countries.

Habla de las desventajas de usar energias no renovables tal como el petroleo
In that case, it makes sense what I´ve written in my previous post. It refers to the countries that make use of oil: oil-consuming countries.
