    The sentence is: "Mr. XXX sees his college not as a hothouse for brillance but rather as a way to make up for the time wasted in normal state secondary school" (Mr. XXX founded a private school).

    ...en la escuela secundaria pública normal.

    Be careful when using the term "normal" when you are talking about education. "Una escuela normal" is for teaching students to become teachers.

    According to the DRAE:

    escuela normal.
    1. f. Aquella en que se hacen los estudios y la práctica necesarios para obtener el título de maestro de primera enseñanza.

    Thanks for the reminder, zumac. I tried to structure my suggestions so that "escuela" and "normal" did not appear together. I hope my second suggestion is not misleading in that respect...
