    Unfinished product delivered with flaws/defects and a promise of making it usable in an unspecified timeframe.

    Example: (An example of the term in use)

    As delivered, this is a useless product, it's promiseware.
    Nearly all your deliverables are promiseware, you do need to ramp up productionalizing your work.
