HOLA A TODOS, ESTOY TRADUCIENDOUN CONTRATO Y LAS PALABRAS "PROVIDED THAT" NO ENCAJAN EN LA TRADUCCION A ESPAÑOL,CREO QUE ES SIEMPRE Y CUANDO, PERO PARA MI EN ESE CONTEXTO SIGIFICARIA " CON LA CONDICION QUE" ESPERO QUE ALGUIEN ME PUEDA AYUDAR, LES MANDO EL PARRAFO.

and shall be addressed in the manner set forth in Article 23,
provided that if the other party should fail so to appoint its arbitrator, the
arbitrator appointed by the party desiring the arbitration may proceed to
    issue a judgment.
    THANKS IN ADVANCE

Sí, si comprendo bien la duda.
"Provided that" means "on condition that" (which I presume is the same as "con la condicion que"). "Provided that" introduces a statement that is a necessary condition to the operation of the preceding statement.

The usage of "provided' in "hereinafter provided" is different: in that context it is simply a reference to provisions (terms) of the document that appear "hereinafter"-- that is, later in the document.
