    En el régimen de perfeccionamiento activo las mercancías se exportan libres de aranceles para ser transformadas y posteriormente re-exportadas al país de origen.

    hi, I'd use:
    "In the regime of active improvement, the merchandise is exported tax/duty free to be transformed and later re-exported(?-anything better?) into the country of origin."

    re-exported could just as easily be returned TO or shipped back TO. (not into)
