se libra el presente

    I am trying to translate a legal text and would appreciate any help.

    En virtud de lo acordado en el procedimiento de referencia se libra el presente a fin de poner en conocimiento de la entidad aseguradora XXX...

    I cannot figure out what "se libra el presente" means, my dictionary says "librarse" could mean "to pass a sentence".

    Could anyone help please?
