Yes, it would be correct to use either "sanitary pads / napkins" on a dispensing machine.

Sorry, but I disagree. On the dispensing machine it would be correct to indicate it contains " sanitary pads / napkins." The machine will contain more than one.
If it is the "title" on the machine, then sanitory pads or napkins is correct. But if it is written in text where sanitary pad/napkin is used as an adjective to descibe what kind of dispenser, it would be written "sanitary napkin dispenser." (Without the s)
