Do you hear is baare meN? Example:

is baare meN kyaa khayaal hai?

To me it needs a ke to make it is ke baare meN.

    Is is baare meN correct?

Yes I hear and use both is baare meN and is ke baare meN. In your above sentence I would personally not use ke.

I have no clue which one is correct.

"is baare meN" in place of "is ke baare meN" sounds odd to my ears for Urdu.

    mere baare meN/hamaare baare meN

    tere/tumhaare/aap ke aare meN

    is/us/in/un ke baare meN

This phrase basically is a direct translation of the Persian در بارۂ این . So you can see that "ke" is the izaafat.
