Could you please help, what does V.A.T.S.mean in V.A.T.S. Bus&Comm. Code?

I don't think so. From the Bus&Comm. reference, I think it means:
Vernons Annotated Texas Statutes.
But you know not to translate V.A.T.S., right?
NO. That's incorrect.
Vernon's Annotated Texas Statutes, Business & Commercial Code. It's the same as your earlier posting; Vernon's is the name of a company that prints statutes and law books. I would just translate it as Texas Business & Commercial Code.
It's already in English.
