Is the part in bold correct? Is it formal enough? Or would you suggest to rephrase differently?

I shall be in Milano early next week. So, I wonder whether it is possible to arrange a meeting as to my dissertation/research design.

It is correct. If it is a true statement as to your meeting concerning a dissertation, I would be more direct. You have left it open for the respondent to keep you wondering whether a meeting is possible.

More direct communication that requires a response (just a suggestion would include:)

"regarding" or "vis-a-vis" or "concerning" would be better than "as to." Or simply "to discuss."
