    Which phrase is better to use?

    1. ¿Cuáles son los planes para esta noche?

    2. ¿Cómo son los planes para esta noche?

    Cuales son los planes para esta noche?=What are your plans for tonight? sounds better
    Also, you could say "Cuales son tus/sus planes para esta noche?" (You would use "tus" if you are talking in the tu form and "sus" if you are talking in the ud. form.")

    the second one Como son los planes?=What are your plans like tonight?

    Mojo: The first one is the usual one to say what are the plans for this evening?

    If you wonder in which stage of development the plan is, or wonder if everything is going according to a planned schedule for instance, then you can say:
    Cómo van los planes para esta noche?

    Y se necesita usar un acento para cuales así: "Cuáles son sus planes esta noche?" O sin acento? Gracias.

    Con acento, por supuesto. Imagino que Sandra no tiene acentos en su teclado.
