If a hotel owner is described as having:

un véritable enthousiasme à bien recevoir

does this imply 'that he has a true/genuine hospitable enthusiasm'?

I have read that 'bien recevoir' can also mean 'welcoming', but I feel 'hospitable' refers more to his overall ability as a host.

I would be grateful for other viewpoints.
