    Does à cheval mean strict as in, My father is strict. Mon pere est à cheval.
    Is it a common expression?

    It’s a common expression, but you can’t really use it alone.
    You need to add about what he is strict.

    Otherwise, it simply sounds as if he’s actually riding a horse. :)

    if you mean that your father is strict on everything, we'd say : "mon père est à cheval sur les principes" :)

    Another thread also suggests for 'à cheval sur....' 'a stickler for...' which is another way of expressing the same idea.

    You would hear a lot :
    mon père/ma mère est très à cheval sur ces choses/sur ce genre de choses/à ce sujet/la-dessus
