à moins ou plus

Can anyone help me translate à plus ou moins in this sentence?
Si Napoléon avait vaincu les Anglais à Waterloo, il aurait quand même été battu à plus ou moins longue échéance.

1. Even if Napoleon had defeated the English at Waterloo he would have been beaten sooner or later in the long run.

2. Even if Napoleon had defeated the English at Waterloo he would have been beaten in the long run.

Thanks.

    Would the sense change if the sentence was simply;
    Si Napoléon avait vaincu les Anglais à Waterloo, il aurait quand même été battu à longue échéance.
