Can anyone clarify this expression for me? The context is Sarkozy talking about changes in the budget, "A structure constante, les crédits de paiement des programmes augmenteront de 1,8%",

    it sounds a bit like
    à périmètre constant,
    which is a financial term meaning 'on a like for like basis'
    ie the financial figures have been compared excluding inflation etc..

    Well I guess it's mean that even so in a "unchanged situation" the budget will raise. Sorry for my english ;)
