I want to know how to say that europe offers to exchange people with a special qualification with another one who have another special qualification.

The expression in French is : L'europe rend plus facile l'échange de compétences ...

Maybe just 'exchange of competences'

It may differ from the usual EU vocabulary but I would have thought that compétences would be simply skill in English.
