The context of this sentence is very offending, however I would like to try and translate the sentence given in the title and have my attempt critiqued.

Чтобы изменилось если всё пиздой накрылось?
Ла-ла-лай, А? Скажите мне на милость!
Всё бы изменилось если бы ты снизу брилась!

-Mercy, tell me!

I would also like to know how common this phrase is, or if it is simply slang found in a degrading song.

    It is a pretty common phrase (but I feel it is more bookish than colloquial). It means something like "(tell me) for god's (heaven's?) sake", used in rhetorical questions.

    "Скажи на милость" has two most common usages:

    1. Sarcastic, fake amazement. Meaning: "You don't say!", "Oh, really!" used sarcastically.

    - А я пятерку сегодня по географии получил! - I got an "A" in geography today!
    - Фу ты, ну ты, скажите на милость, какие у нас успехи! - Oh, really! Wow, you are a real Einstein, you know that?!!

    2. Please tell me (overly polite).
