אם המזגן מקולקל זה סוף העולם.

What does the first part of this conditional sentence mean? Does it mean "If the air conditioner is out of order" or "If the air conditioner breaks down"? I mean, is it inquiring about the present state of affairs or indicating that if, in the future, the air conditioner breaks down, there will be disastrous consequences?

Basically, מקולקל means "out of order".
If I would like to say: "If the air conditioner breaks down", I would use מתקלקל.
