Does this mean "And (then) they saw and (then) they were afraid and (then) they said to each other, 'What is this that God has done to us?'"?

The reason I'm asking is that I checked a translation and it said, "When they saw, they were afraid...".

A German translation said, "Als sie [das] sehen, bekamen sie Angst und sagten zueinander...".

Where did the word "when" come from?

"When X, Y" is essentially the same as "X, then Y" except with a more explicit causal relationship.
