Is בטבריה (the name of an Israeli city) pronounced with the stress on the first syllable (TVER-ya) or the last (tver-YA)? On Wiktionary it says that the stress is on the last syllabe but today I heard a person say בטבריה, and each time he clearly put the stress on "ver": bet-VER-ya.
