חֲזַק וֶאֱמָץ כִּי אַתָּה תַּנְחִיל אֶת הָעָם הַזֶּה אֶת הָאָרֶץ אֲשֶׁר נִשְׁבַּעְתִּי לַאֲבוֹתָם לָתֵת לָהֶם

What does תַּנְחִיל mean and how can it have two direct objects? Is the verb from הפעיל?

    It means to cause to inherit. And that's exactly why it can have two direct objects. The first direct object is whoever is being caused to inherit something. The second direct object is whatever is being inherited.

    However, it is also possible for the first direct object to be an indirect object with preposition ל.
