In today’s headlines, I read:

رئيس الوزراء الفلسطيني يُبرق لنظيره السوري: ‘ شعبنا يتضامن معكم في محنتكم ‘​

The text later explains that:
عبّر رئيس الوزراء الفلسطيني د. محمد اشتية، أمس الخميس، في رسالة لنظيره السوري حسين عرنوس، عن تضامن فلسطين قيادة وشعبا مع الشقيقة سوريا في محنتها.

The dictionary says that أبرق can either mean ’threaten’ (definitely not an option here as far as I understand) or ’send a telegram’, the latter being more plausible but still surprising given that no one uses telegrams nowadays anymore. Why not the standard أرسل رسالة?
Any information about this verb and why/how it can be found in such a context would be very helpful, thanks!

I think برقية often just means a formal/governmental message these days.

I think they still use telegrams for formal communication.
