The first one is only correct if you are assuming him, not assuming he understood. It’s not grammatically wrong, the meaning is inaccurate. The direct object of the verb expresses what you assume so it should be a thing not a person.
If you want to avoid using أن والفعل, replace it with a مصدر and say أفترض فهمك ما حدث.
Having said that, I’ve heard people saying افترضتك in dialects, that still doesn’t make it correct, just that people sometimes say incorrect things.

You can express that better with أظنّ and say:
«التذييل والتكميل في شرح كتاب التسهيل» (6/ 127):
«...نحو: أظن أن تقوم، اتفقت العرب والنحاة على صحتها، وأبطل أكثر النحويين "أظن قيامك، ومعنى أن تقوم: قيامك، وإنما جاز ذلك لأن الظن لا يكتفي بكلمة واحدة، و"أن تقوم" كلمتان، فكأنك أتيت بما أصله المبتدأ والخبر الذي يكتفي بهما الظن، بخلاف "قيامك"، فإنه كلمة واحدة في اللفظ»
«توضيح المقاصد والمسالك بشرح ألفية ابن مالك» (1/ 564):
«غلبة اللفظ للمعنى نحو: "أظن أن تقوم" أجمعوا على جوازه، ومنع الأكثر "أظن قيامك" والمعنى واحد، لاشتمال "أن تقوم" على المسند والمسند إليه بخلاف "قيامك"»
أظنك\أظن أنك [قد] فهمت ما حدث.
This doesn't work since افترض here is similar to ظن and the sentence is still incomplete, take a look at this:

This is the first time I hear this. It never occurred to me, but it seems to make some sense as the modern meaning of افترض can work in this way.
However, this would mean that my original objection to أفترضك فهمت is incorrect because أنت فهمت is مبتدأ وخبر and as such all you need to do is to change the pronoun to ضمير نصب متصل. (Also, we can say أظنّك فهمت 🙂).
My original objection was that it needs one خبر and the other would seem out of place. That’s how it felt to me, it still does, although أظنك فهمت sounds perfectly fine to me. Not sure why.
