Googled the whole phrase: الحمد لله حمداً لا ينفد, أفضل ما ينبغي أن يحمد
My render:

My translation: “with inexhaustible praise, (with) the best praise which befits Him to be praised with”.
يُحْمَدَ is passive subjunctive, since it follows أنْ.
أفْضَلَ is superlative (not comparative) since it is followed by ما.
