I have to ask, regarding this phrase, a question: رَاجِعُونَ‎ means "we return", but there is no ن placed at the beginning as you would expect in a verb meant to represent a masculine, present, plural, first person verb. So why is that the case?

    رَاجِعُونَ is not a verb.
it is اسم فاعل من رجَعَ in plural form. just like كاتبون is اسم فاعل من كَتَبَ in plural form
