إِنِّى لَسْتُ كُلَّ كَلَامِ الْحَكِيمِ أَتَقَبَّل

قَالَ رَسُولُ اللَّهِ صلى الله عليه وسلم قَالَ اللَّهُ تَعَالَى إِنِّى لَسْتُ كُلَّ كَلَامِ الْحَكِيمِ أَتَقَبَّلُ وَلَكِنِّى أَتَقَبَّلُ هَمَّهُ وَهَوَاهُ فَإِنْ كَانَ هَمُّهُ وَهَوَاهُ فِى طَاعَتِى جَعَلْتُ صَمْتَهُ حَمْدًا لِى وَوَقَارًا وَإِنْ لَمْ يَتَكَلَّمْ

What's the signification of إِنِّى لَسْتُ كُلَّ كَلَامِ الْحَكِيمِ? It is very confusing to me.
